Abstract

The article argues that because scholarly communication, like the larger research enterprise, is a public good, it is supported by subsidy. This subsidy can be rechanneled to create new models for scholarly communications such as open access. It will be important to find the cheapest, easiest, and fastest mechanisms so that the value of the subsidy is maximized.
