This report assesses the academic literature on community-oriented policing (COP) in regard to three shared goals of the Indianapolis Metropolitan Police Department (IMPD) and the MidNorth Public Safety Committee (MPSC): decreasing crime rates, limiting fear of crime, and increasing community empowerment. The report recommends specific strategies that can be integrated into IMPD’s community policing efforts. It also identifies the appropriate role for MPSC to play.en
