    The Archivist’s New Clothes; or, the Naked Truth about Evidence, Transactions, and Recordness

    The electronic records projects at the University of British Columbia (UBC) and the University of Pittsburgh (Pitt) have been promoted as competing visions of the archival future. This article, the work of several authors with experience as both manuscript curators and institutional archivists, challenges the perception that the UBC and Pitt models are fundamentally different from one another, and argues that they share a similar and deeply flawed conception of the meaning of archives and the mission of the archival profession. Rather than accept the premises upon which both UBC and Pitt build their models, archivists should re-assert the broader and more practical theory of archives that has dominated much of U.S. archival history.

    A Demand-Side View of the Future of Library Collections

    For some time it has been clear that the role of libraries will change in light of developments in networked information. The discussion to date has largely been based on supply-side concerns: the increasing cost of journals and the need to develop alternatives through open access mechanisms such as institutional repositories. This presentation will present a model of the future demand for library materials over the next several decades. The model indicates, not surprisingly, that the type of materials users can be expected to use will change dramatically. The unexpected result is that libraries that are prepared to develop collections that follow the lead of their users can do so with budgetary increases that are quite reasonable. The model suggests that increases in the range of 1% to 3% per year are possible even if the costs of a digital library and repository programs are included. The changes in collection strategies suggested by this model are similar to those imagined by those who have taken a supply-side view. The important insight added by this work is that the transition in collecting practices can be managed without exceptional budget increase and without undue negative impact on library users. Hopefully this presentation of the model will result in a discussion of the future of library collections and the best paths to reach this future.

    The Unlimited Potential of the Electronic Library (Except Where Prohibited by the Copyright Law)

    This paper describes the creation of a new library facility for Indiana University-Purdue University at Indianapolis, one designed ready to accommodate an infrastructure that would support the new technologies of the electronic information environment. Wiring and fiber-optic schemes are outlined briefly. The document is formatted as a script for the two presenters, complete with stage directions and humorous interjections. Lewis extols increased levels of information access and emerging library innovations like networked CD-ROMs, an electronic reserves system on the World Wide Web, digitized imagery and video, and multimedia delivery systems. Schmidt plays devil's advocate by interrupting to remind Lewis of limits imposed by licensing restrictions, copyright law, "fair use" doctrine, and even relevant court cases. Lewis's annoyance mounts until he finally "shoots" Schmidt with an imaginary gun. The presenters close with an overview of licensing and intellectual property issues.
