National Commission for the Protection of Human Subjects in Biomedical & Behavioral Research

The Secretary of Health, Education, and Welfare announced on August 23, 1974 his approval of the Charter providing for the operation and functions of the National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research which was established by section 201(a) of Pub. L. 93-348, signed into law July 12, 1974.

Commission Staff Director, Michael S. Yesley, J.D., preserved a full set of the Commission's documents, reports and transcripts. In doing so, Mr. Yesley preserved historical record and, through handwritten notes throughout the documents, provides a unique view of his impressions and events during the operation of the Commission.
