dc.description.abstractSince the advent of Bounds v. Smith in 1977, the United States Supreme Court has been relatively silent concerning the constitutional rights of inmates to have access to the state and federal court systems. It is the purpose of this article to briefly review the series of United States Supreme Court decisions on the issue of correctional facilities being mandated to provide inmates with legal collections and persons trained in the preparation of legal pleadings to assist illiterate offenders.en
