Abstract

The civil society-led revision of Association Registration Law was adopted in 2014. The new iteration is a more progressive law, replacing the draconian law of 1988, and has been a welcome development for expanding the space of civil society in Myanmar. Although the law stipulates that the By-Law (implementation plan) must be developed within 90 days, the implementation of the law has been delayed almost a year due to slow development of this plan. Additionally, there is a gap in information sharing regarding the new law as the States and Divisional level officials are not fully aware of the new law, nor the contents and provisions included.
