In Vietnam, there is a grid of laws, regulations and administrative decrees put in place to regulate and control associations. Most of these legal documents were created in ad-hoc ways, meaning that they were issued simply as a temporary measure to cope with an increasing number of associations. There is a notable gap between what is stipulated in the Constitution and the existence of legal documents that realize such constitutional rights.en_US
