Abstract

In particular, this article examines the two most interesting grounds for local objection to the siting of hazardous waste disposal facilities. The first objection is the claim that the residents of a particular state or locality are, through one process or another, bearing disproportionate burdens of hazardous waste disposal. The argument is that other waste- producing states are evading their responsibilities, to the detriment of residents of the site state. In particular, the siting decision raises the risk of stigmatic injury to the receiving state.
