    The 1901 Fort Wayne, Indiana City Election: A Political Dialogue of Ethnic Tension

    In 1901, three German American candidates ran for the office of mayor in Fort Wayne, Indiana. The winner, Henry Berghoff, had emigrated from Germany as a teenager. This thesis examines the election discourse in the partisan press for signs of ethnic tension. The first chapter places Fort Wayne in historical context of German immigration and Indiana history. The second and third chapters investigate the editorial pages for evidence of ethnic tension. I also reference a few articles of an editorial nature outside of the editorial pages. The second chapter provides background information about the election and examines indications of the candidates’ ethnicity and references to the German language papers. The third chapter considers the editorial comment about Germany, the intertwining of ethnicity and the issues, and ethnic name-calling. In order to identify underlying bias for or against Germany and to better understand the context of the references to German ethnicity, the fourth chapter explores the portrayal of Germany in the Fort Wayne papers.

    Engelbert of Admont's De Regimine Principum and Lex Animata: a study in the eclecticism of the Medieval Aristotelian political tradition

    This is the study of Engelbert of Admont's unique and practical take on Aristotelian political theory post-rediscovery of Aristotle's ethico-political works. Through the methods of reception theory and a comparative analysis of his first major political treatise, De regimine principum, with those of his contemporaries similar political treatises (i.e., St. Thomas Aquinas, Giles of Rome, and Marsilius of Padua) and their use of Aristotelian sources and concepts--e.g. lex animata--I have shown not only Engelbert's more original, unique, and practical approach to political philosophy within the Aristotelian political tradition of the later Middle Ages, but also a more comprehensively eclectic nature of this tradition. Engelbert's political philosophy as espoused in his De regimine principum is thus a watershed in the development of the use of practical political science.

    Establishment of agencies for local groundwater governance under California's Sustainable Groundwater Management Act.

    With the passage of its 'Sustainable Groundwater Management Act' (SGMA), California devolved both authority and responsibility for achieving sustainable groundwater management to the local level, with state-level oversight. The passage of SGMA created a new political situation within each groundwater basin covered by the law, as public agencies were tasked with self-organizing to establish local Groundwater Sustainability Agencies (GSAs). This research examines GSA formation decisions to determine where GSAs formed, whether they were formed by a single agency or a partnership, and whether agencies chose to pursue sustainable groundwater management by way of a single basin-wide organization or by coordinating across multiple organizational structures. The research then tests hypotheses regarding the relative influence of control over the resource, control over decision making, transaction costs, heterogeneity and institutional bricolage on GSA formation decisions. Results indicate mixed preferences for GSA structure, though a majority of public water agencies preferred to independently form a GSA rather than to partner in forming a GSA. Results also suggest GSA formation decisions are the result of overlapping and interacting concerns about control, heterogeneity, and transaction costs. Future research should examine how GSA formation choices serve to influence achievement of groundwater sustainability at the basin scale.

    Keep Politics out of Funding Decisions for Medical Research and Public Health

    At this time of deep human tragedy and economic disaster due to the COVID-19 pandemic and of political upheaval inmany countries, the headlines change quickly, and politically motivated mandates of great importance can fail to generate the attention that they deserve. We have therefore highlighted two recent decisions by the White House that are profoundly misguided. Indeed, they seem the worst possible choices as we grapple with an overwhelming pandemic. But these choices can be reversed. We urge President Trump to 1) reinstate and work with Congress to increase funding for essential research on coronaviruses to help us develop new tools and strategies to address current and future pandemics, and 2) continue the country’s long-standing relationship with the WHO, offering full financial support and cooperation for this essential international body. More broadly, we implore our elected officials at every level of government to keep politics out of decisions regarding medical research and public health. The health of Americans and of the population of our planet must not be a bargaining chip used to seek political gains or deflect accountability. Rather, health is an indisputable human right. As we fight the worst respiratory pandemic of the last century, it is foolhardy to limit support for the best research and the best public health institutions that are working to stem the pandemic.

Employing an existing academic framework of the contemporary SDP sector, this case study explores under what conditions an SDP organization might begin to emancipate themselves from such limitations.

    Politics In/Action: A Communication Analysis of Factors which Cultivate Civic Engagement Among Youth

    The purpose of this paper is to explore the factors which promote and/or dissuade America’s youth (thirteen to nineteen) from becoming civically engaged. This is particularly important because currently these young people are one of the fastest growing demographics in America. Like generations before it, this demographic stands to inherit the social and political tasks of the current day as well as those that will unfold over their lifetime. But, because research suggests a large proportion of this group are apathetic to this process we need to know what can be done to cultivate civic mindedness among this demographic so that stakeholders can effectively appeal to this demographic’s sense of civic duty. There are many ways to figure out the communication processes which promote engagement among youth. Yet, probably the best way to accomplish this task is to actually talk with young people about their own experiences and ask them to identify factors, which have promoted and/or dissuaded them from becoming civically engaged. Therefore, this thesis does exactly that. It asks the questions and explores the answers that the youth themselves give regarding their own experiences with civic engagement and the factors that promoted or dissuaded them from becoming engaged. It is also important to note that civic engagement is defined in many ways, but rather than having a priori definition, this study allows the definition to emerge from the data. Finally, the following is a review of the literature pertaining to the factors which tend to promote civic engagement among youth as well as what is absent in promoting or fostering civic mindedness among this demographic.

    The Politics of Denying Communion to Catholic Elected Officials

    In his 2004 presidential campaign, John Kerry, a Catholic, was threatened with being denied Holy Communion because of his pro-choice voting record. This article investigates the extent to which communion denial impacted Catholic elected officials and analyzes public attitudes regarding communion denial for Kerry. The results of our analysis suggest that, despite heavy media coverage, few bishops endorsed the communion denial and few pro-choice Catholic officials were threatened. While the data also indicate there are meaningful political implications for public attitudes on communion denial, the tactic does not command support from many Catholics.
