    The law permits individuals to act collectively through unregistered groups or organizations. However, groups have to register in order to apply for and receive grants from the government. Furthermore, in order to provide the benefit of tax credits to donors, POs have to be incorporated or registered with relevant authorities, such as the Ministry of Public Administration and Security and the Ministry of Strategy and Finance.
