Item Assessing GAN-based approaches for generative modeling of crime text reports(IEEE, 2020-11) Khorshidi, Samira; Mohler, George; Carter, Jeremy G.; School of Public and Environmental AffairsAnalysis and modeling of crime text report data has important applications, including refinement of crime classifications, clustering of documents, and feature extraction for spatio-temporal forecasts. Having better neural network representations of crime text data may facilitate all of these tasks. This paper evaluates the ability of generative adversarial network models to represent crime text data and generate realistic crime reports. We compare four state of the art GAN algorithms in terms of quantitative metrics such as coherence, embedding similarity, negative log-likelihood, and qualitatively based on inspection of generated text. We discuss current challenges with crime text representation and directions for future research.Item A Case Study of Mississippi State Penitentiary’s Managed Access Technology(2015-08) Grommon, Eric; Carter, Jeremy G.; Frantz, Fred; Harris, PhilManaged access technology allows the completion of authorized calls placed from approved phone numbers (numbers that have been vetted and entered into a database) while blocking calls to or from devices or numbers that have not been pre-approved. This process is often referred to as “white-listing.“ The overall conclusion of this study is that managed access technology does capture a large quantity of cellular transmissions, but it is impossible to determine the rate with which attempted calls or texts successfully elude detection by the system. Even if a hypothetical rate of successful transmission detection was only 40 percent, however, that 40 percent would provide a substantial value-added effect to combating contraband cell phones. Thus, the decision about whether or not to use managed access technology is whether its possibly limited impact (blocking less than 100 percent of contraband calls) is sufficient to warrant the cost of installing and maintaining the managed access system. A series of interviews and teleconferences, in addition to the secondary analysis of managed-access system data, were used to produce a fundamental understanding of managed access technology operations, identify challenges and lessons learned, and develop a baseline of contraband cell phone activity. This report acknowledges that the study did not attempt to quantify potential vulnerabilities or manipulations of managed access systems. Although such an evaluation would be beneficial, it was beyond the scope of this study. 18 figures, 13 tables, 40 references, and appended examples of contraband cell phone activity, MSP managed access system infrastructure, and evaluation protocolsItem Community Policing and Intelligence-Led Policing: An Examination of Convergent or Discriminant Validity(Emerald, 2019) Carter, Jeremy G.; Fox, Bryanna; School of Public and Environmental AffairsPurpose Despite increased scholarly inquiry regarding intelligence-led policing (ILP) and popularity among law enforcement agencies around the globe, ambiguity remains regarding the conceptual foundation and appropriate measurement of ILP. Although most scholars agree that ILP is indeed a unique policing philosophy, there is less consensus regarding the relationship between ILP and the ever-present model of community-oriented policing (COP). Consequently, there is a clear need to study the empirical distinctions and overlaps in these policing philosophies as implemented by US law enforcement agencies. The paper aims to discuss these issues. Design/methodology/approach Data were gleaned from the 2007 LEMAS and 2009 NIJ Intelligence surveys. A total of 227 unique police agencies in the USA are included. A series of bivariate, exploratory factor analyses and structural models are used to determine discriminatory or convergent validity across COP and ILP constructs. Findings The goal was to answer the question: are these two policing philosophies are being implemented as separate and distinct strategies? Results of our exploratory and structural models indicate that COP and ILP loaded on unique latent constructs. This affirms the results of the bivariate correlations, and indicates that COP and ILP have discriminant measurement validity. In other words, COP and ILP are conceptually distinct, even when implemented in police departments across the USA. Implications of these findings and suggestions for future research are discussed. Originality/value This is the first study to empirically test the discriminant or convergent validity of COP and ILP.Item Conservation Officers: A Force Multiplier for Homeland Security(2013-06) Carter, Jeremy G.; Gore, Meredith L.Today's law enforcement officers—both conservation and police—find themselves adapting to an emerging and dynamic threat environment. Policies and practices aimed at the prevention of threats have focused primarily on federal, state, and local police agencies. At a time when terrorists, extremists, and activists have begun to widen their array of attack methods, collaboration across all sectors of law enforcement becomes essential. More specifically, an increased vulnerability to biological threats has not been met by steps to prevent or mitigate these threats. Conservation officers have a unique and integral role to enhance homeland security efforts given their day-to-day operations and interactions with the community, especially rural America. This article will discuss the role of conservation officers as it relates to homeland security—a significant conceptual component to research and practice that has largely been ignored by both academics and professionals. The integration of conservation officers into the proactive information sharing environment will be discussed to strengthen a culture of information sharing as it pertains to an “all-threats, all-hazards” philosophy and to enhance national security awareness. Moreover, this article will challenge the traditional range of threats associated with biological terrorism by providing an illustrative case study.Item Disparity between Fusion Center Web Content and Self-Reported Activity(Sage, 2016-09) Carter, Jeremy G.; Lewandowski, Carla; May, Gabrielle A.; School of Public and Environmental AffairsThe fusion center literature is limited and lacks consensus regarding operational focus and strategic priorities. Perhaps the lone consistent finding in this literature is the lack of awareness among outsiders regarding what fusion centers do and the capabilities they provide. Contemporary communication research indicates the Internet serves as the primary source of information to inform what they do not understand. The present study employs a mixed methods approach that combines a content analysis of fusion center web content with fusion center self-report data gleaned from a federally funded project. This study encompasses 74 of the 77 primary and officially recognized fusion centers in the United States. Results indicate that centers provide limited information online about their organization and significantly underreport their activities and capabilities online in comparison to self-reported tasks. Information available online through official fusion centers websites is poor at best. Fusion centers self-report to engage in tasks consistent with their information sharing and analytic mission. A context for the findings is provided in addition to recommendations and study limitations.Item Does GPS supervision of intimate partner violence defendants reduce pretrial misconduct? Evidence from a quasi-experimental study(Springer, 2017-12) Grommon, Eric; Rydberg, Jason; Carter, Jeremy G.; School of Public and Environmental AffairsObjectives This research examines the effect global positioning system (GPS) technology supervision has on pretrial misconduct for defendants facing intimate partner violence charges. Methods Drawing on data from one pretrial services division, a retrospective quasi-experimental design was constructed to examine failure to appear to court, failure to appear to meetings with pretrial services, and rearrest outcomes between defendants ordered to pretrial GPS supervision and a comparison group of defendants ordered to pretrial supervision without the use of monitoring technology. Cox regression models were used to assess differences between quasi-experimental conditions. To enhance internal validity and mitigate model dependence, we utilized and compared results across four counterfactual comparison groups (propensity score matching, Mahalanobis distance matching, inverse probability of treatment weighting, and marginal mean weighting through stratification). Results Pretrial GPS supervision was no more or less effective than traditional, non-technology based pretrial supervision in reducing the risk of failure to appear to court or the risk of rearrest. GPS supervision did reduce the risk of failing to appear to meetings with pretrial services staff. Conclusions The results suggest that GPS supervision may hold untapped case management benefits for pretrial probation officers, a pragmatic focus that may be overshadowed by efforts to mitigate the risk of pretrial misconduct. Further, the results contribute to ongoing discussions on bail reform, pretrial practice, and the movement to reduce local jail populations. Although the cost savings are not entirely clear, relatively higher risk defendants can be managed in the community and produce outcomes that are comparable to other defendants. The results also call into question the ability of matching procedures to construct appropriate counterfactuals in an era where risk assessment informs criminal justice decision-making. Weighting techniques outperformed matching strategies.Item Effective Police Homicide Investigations: Evidence from Seven Cities with High Clearance Rates(Sage, 2015-03) Carter, David L.; Carter, Jeremy G.; School of Public and Environmental AffairsAt present, the average homicide clearance rate in the United States is approximately 65%, down roughly 15% from the mid-1970s. This research seeks to inform how police can best improve homicide clearance rates by identifying best practices in homicide investigations. To accomplish this goal, as part of a federally funded project, seven geographically representative law enforcement agencies were identified that had at least 24 homicides in 2011 and had a clearance rate of 80% or higher from which effective investigative practices could be gleaned. Qualitative findings indicate that a strong community policing presence, collaboration with external agencies, and an innovative culture facilitate high rates of homicide clearance. Implications for policy and future research are discussed.Item End-User Perceptions of Intelligence Dissemination from a State Fusion Center(2014-09-01) Lewandowski, Carla; Carter, Jeremy G.This research examines end-user perceptions of an intelligence product disseminated from a state fusion center in the Northeast region of the United States. The current literature suffers from an empirical gap within the arena of contemporary law enforcement intelligence; largely because of the difficulty of obtaining data related to such practices. This research informs this gap and provides insights into local law enforcement intelligence sharing. Descriptive statistics and interview narratives are presented. Original survey data was collected from a sample of law enforcement agencies subscribed to the fusion center’s intelligence listserv. Random interviews with survey respondents were also conducted and NVivo software was utilized to develop qualitative constructs. Findings indicate the intelligence product is read daily and perceived to be moderately useful by recipients. End users are primarily concerned with jurisdiction-specific and officer safety-related information. Upper-level administrators are the organizational lynchpins for funneling information to patrol officers.Item Firearm Violence and Effects on Concealed Gun Carrying: Large Debate and Small Effects(Sage, 2016) Carter, Jeremy G.; Binder, Michael; School of Public and Environmental AffairsResearch has yet to identify a predictive relationship between crime and the issuance of aggregated concealed gun permits. The present study examines if a macro-level relationship exists between both concealed carry firearm applications and permits and violent crime committed with a firearm. Florida county-level data for concealed carry applications and violent crime are combined with police employment, socioeconomic, political, and firearm subculture variables across two temporal periods using both county and year fixed effects models. Unstandardized negative binomial regressions are employed with multiple alternative model specifications and diagnostic tests. Findings indicate a positive association between crime, especially those committed with a firearm, and concealed carry applications and permits. The effect size of firearm violent crime on concealed carry applications and permits is minimal. There is a demonstrable link between firearm violence and concealed carry applications and permits issued, net all covariates. Findings should be tempered by the minimal effect sizes.Item Homeland Security and Public Health: A Critical Integration(2013-09) Carter, Jeremy G.; Rip, MichaelIn the wake of a series of tragic events impacting public health in the United States, the Department of Health and Human Services Centers for Disease Control and Prevention and the Department of Homeland Security have attempted to facilitate information sharing across public health and homeland security organizations. Data collected as part of a national assessment of law enforcement and homeland security information sharing, funded by the National Institute of Justice, indicate such efforts to date have been helpful in establishing a foundation for information sharing, yet fall short of creating mechanisms by which tangible information sharing can occur. Recent initiatives to remedy this shortcoming are presented and recommendations for further success are discussed.
