And the relationships power implicated in the control and use of public space are both local and compelling. University. And to understand this, you always need to examine their broader contexts, particularly the history of Indianapolis politics, and also more broadly, discourses of race and representation nationally. A second premise of the conversations that lead us to organize this symposium is divergent perspectives are critical to a productive, meaningful conversation. By Virgin, I mean, whether that's academic or measure or an outsider, whatever that means. Historical perspectives or aesthetically based, that each of these brings valuable insights into these complex questions. Today. Each of the three speakers in the second section are well-positioned to agglutinate somebody's broader dimensions of the project. And each seeds from a unit disk respected. And I'm going to go ahead and introduce all three of them. And then they'll just go seamlessly one and our first speaker, Richard gears, is chaired the Department of African Studies at University of Notre Dame. Protests local economy abrasive Indianapolis in 20, 1970, which by the way is available for purchase in the lobby along with works of several other speakers that were particularly in the case history, the history of american protests and Indianapolis is less dramatic, explosive seismic events that mark change. And it is instead a political calculus of an urban community in which white and black citizens developed, it, developed a negotiating process. This confrontation, unlikely and unproductive. Dr. Pearson examines the IEP or visit a project in light of his political legacy and explores the significance of public art as a strategy for self-definition within the African-American community. Speaker in this session is Paul volunteer is chair of the department here at IUPUI, and president of the Society for historical archaeology. His research spans a broad range of topics. The social history of the doughnut in glazed America, my dad, to poverty in wartime landscapes in urban Finland. But for our conversation today of particular relevance is his work on the intersection of material consumption and the colorblind. Dr. Bowen is practice of community archeology includes numerous excavations in the near west side of Indianapolis, including a site literally underneath the building we're in today. And she's also conducted extensive oral histories with community members, can work collaborative, collaboratively with community elders and leaders. Here's how we define black visibility and how trade can trace material aesthetics of blast subjectivity from the ninth century today. And our final speaker in this session is Dell Upton. Dr. Ogden is Professor of Architectural History, the Department of Art History at UCLA. He's written broadly about the American built environment and its significance within the social, political, and historical contexts. Among his many books are another city, urban life and urban spaces and the new American republic. And one of my personal favorites, truly something that shaped my own scholarly work. Holy things and profane, in parish churches in colonial Virginia. His presentation today exam is from the solidarity of dual teratogens in which the histories of whites and blacks in the South are presented as separate but equal narratives. He examines the foundation of dual narrative in the post-Civil War era and then looks at more recent examples to illuminate, illuminate the ways that dual heritage narratives shifts the creation and reception of black beans monuments in the South. I will come down. I have to say listening to listening, as well as for itself. As I was getting dressed. And he said, I'll go into this high expectations. Expectations, well, be pleasantly surprised. I don't have any images, any image behind me, and I have nothing to do with those two ideas. I'm not exactly sure what it would look like for its creation for a dozen years. Similar like this already in place. By similarity that we all have to discern what might happen. Certainly included in Boston had started perhaps a little bit about subsidies being divided. Her position that those later characteristics might have been provided by the database. You would've been depicted as overweight and we're in April, beginning around 1910 for about a dozen years. Added. Daughters of the Confederacy advocated for construction of a monument as a gift to the people of the United States. For the Papal colored shirts to route being raised. As useful spoken English, you comment on the proposed construction, which he said, quote, there are thousands of colors. And then you'll do verbally praise God, some strong magnetic field like having crashing to the ground. Your weight upon a providential stolen meeting probably habits rather, they created this goal and protests around. The proposed sculpture was never placed on the Mall in Washington DC is why white women wanted a minute to a particular heritage or that Canadian looking at history and you don't worry, Johnson argued that the dark, they wanted to care or Confederacy by picking happy and contented slaves. It served long after. It was part of a fiction building that characterize a loss. Moving to the Confederacy of fiction that had Confederate army to defend their culture, homes, and women, rather than defend slavery. What they understood was that history is created does not just happen nearly as interaction of physical properties. They were about creating history. They also under the power of a power that remains. Despite the collective wisdom of the Goddess, what they fail to realize was the audience they attempted to. They failed to understand that African-American women had been visibly depriving their only just for their own purposes. Such as in the planet. Communities throughout the United States and certainly in Indianapolis, african-americans through letter and actually tried to display to the wider community that they could be contributing valuable metrics. Sometimes they fought for inclusion, that more consistently, they attempted to exhibit their worthiness to the more traditional models of education, important and citizenship. Once seasoning Annapolis and adherence to each of these categories and close timing, the development of an active activity that place them at the forefront of African American protesting United States. The athletic community develop good habits in a given pixel scribbling. Instead of receiving the bulb is after American population that more and more errors. Indianapolis already contained a sizable afternoon relation as a city itself developed and maintained a significant population throughout the 20th century. According the African-Americans without an addendum to the city built in boxes. Rather, they weren't integral component of the seas political economy due to long presence in the city, and particularly because of integrated secondary schooling and present until the late 1920s, African-Americans are able to form a relationship with whites that they can occupy different strata within the city. After World War One with the of wash and maybe the sediment and the re-emergence of caterers, lipid complex. Racial segregation and discrimination in Indianapolis increased. But despite the rise and separatism, black still felt that they could regain, lost grains. Hearings that public decorum and civil protest, fully cognizant of their history. The city maybe advisor method of protest, protected protracted negotiations. Interracial coalitions, petition and legal challenge starts to like protests, vaguely, rollout and greater civic and personal freedoms. Why not antagonizing nights when they're buying insurance on deprivations. Scholars had been reluctant to characterize African American political dialogue. Because blacks seem to have so little policy agreements negotiated. Term implies a to equal parties neck to determining agreed upon direction of course of action. Clearly, that was not the case. History. Whitehead, economic and political advantage, almost every circumstance. Yet despite the numerous examples of inequality, blacks were participants in the creation and maintenance of Indianapolis. Moreover, as Indianapolis became increasingly concerned that the CDC's national savings during the 20th century, blacks status in the city threatening the positive modern Pacific image lingers intended to cultivate. Happened american Experience is typified. Indianapolis at the southern style city, replete with segregation into a daunting prospect was sitting in commercial leaders who helped to increase the city's economic. Fortunately, it is more difficult to explain that. Negotiations with members of the city's power structure. African-americans worked with in the system primarily because they were reluctant to jeopardize their games through active, disruptive civil disturbances. They were cognizant goal the beginning qualities with recipient Bailey and the gains that they had made. Wife's tolerating their presence, but not overtly hostile, condescending. And correct, incorrect with me to argue that African-Americans settle for the status quo. They continue to progress or reform. And rather it is more accurate to say that African-Americans made a decision to make their place better while retaining their meanings. Consequently, African Americans regularly this abrasive after marriage in APA style themselves. As those about the United States asking these questions, how best to protest, how best to hold onto what they had while striving toward best as well. I'm already having a sustained Charles growth and Johnson thought that he had the answer. Johnson, the author of the classic work that Negro in Chicago study of race relations and writing determined that in terms of alphanumeric and protests because on one area in the early decades of the 20th century, perhaps because of his very implausibility that held the promise of high visibility, low moment, where they have found resistance in joining labor unions or loss seeking skilled jobs. It was possible for them to produce poetry and using that spoke to their community. And painting. When it was difficult to get redressed in political means and protest efforts were met with additional subjugation. It was possible to write novels or people of color were heroes and heroines. The number of military officers were few. Open the app extending this last one I could have entered your copyrights are operating in each workshop with the potential of proving that Americans are capable of intellectual and artistic development. Thing what became known as the Harlem Renaissance, African-Americans preceeded protest for arts where the forefront and the creation of their public image at the vanguard for their efforts. A renaissance of sorts took place in Indianapolis, bought the same time as that anymore in goods sold with accompanying controversy. In 1934 that governments Public Works Administration commissioner distinguished Indianapolis painter John Wesley Hardwick to paint a mural. The mural titled workers depicted three African-American laborers pouring molten steel, molten phases of glow from the heat and light emanating from smelting furnaces. Behind the central characters are other black name here. Other furnaces. Primary subject. Well, because law student at John Herron School of Art work at national malleable and Indianapolis company that produce steel containers. In this painting to Russell lane, principle of Christmas ads, high school replacement in schools for him. But he's used to all the neuroanatomy doctrine depiction of African American employees such as state where your labor with Gambian student aspirations. Surely ask students to describe unskilled manual labor despite the respect accorded. Lanes position highlighted and troubling reality African Americans encountered, although the local labor market where they about African-Americans into managerial or technical decisions. African-american community leaders nevertheless fought to expand opportunities. They train young African-Americans with position is not important to them. And the petitioner local employers formally and informally, to expand opportunities. They attempted to display African-American preparedness incivility as evidenced of the conservativeness, the wire employment opportunities. What was hard for me to do was he to represent the reality that was familiar to so many of the students that twice daily for addicts hallways treaty instead focus on the historical trends. It represented the games African Americans had earned any hands capitalist, good hardware, and be a fortune teller to pick a future reality that would be more proud of his imagination. Creating a public art in the swirled contesting agenda is certainly a daunting task because the author, because the artist, whether it willingly or unwillingly, history, the public memory, the dialectics are many. Tensions between young and old cosine winners and losers, elites and regular bulk historical and modern Hasidic them. Each entity has a vested interests in the results in the creation. And African-Americans in Indianapolis and elsewhere have long been actively engaged in the construction and maintenance of it. Kevin gains term, one of the styles of protest at Lexington. So in the post-Civil War era, the politics of respectability gains RV that african-americans thought you're holding themselves to the highest standards of important. It's only when they hoped that they could proved whites if they were deserving a first-class citizenship. There's wasn't teaching and she wanted they hope to pay dividends. And these were the Talented Tenth WEB Dubois describe those can lead to rather than must first have their secured per ton on societies first Franks, they were to secure the beachhead and monitoring and curves the lesser amongst them to strange about them. But first commission had to be granted, go there for their own country. Their request was the height of the promise. And that's good because they start to be judged on the character and accomplishment rather than the color of their skin. That's accomplished. Blacks see that the more rights than the theory promise that they would begin to accomplish much. The practice or the politics of respectability wasn't worth patient right approach in that opera by T. Washington was the admission that humbled work without expectation of social gain was more appropriate in potentially fruitful Indianapolis as African Americans were well represented in each camp, but its organizational structure was more aligned with your voice and approach, as evidenced by the community's preferences. In 1926, Indianapolis freedom, American newspaper that espouse Washington's philosophy, shutters doors, well as an editor, being an African corridor more convenient to highlight and local issues and achievement USA and local issue, the end of treatment, continued circulation. The City Hall is one of the nation's first into lasing the chapters, the organization that was co-founded by the boys. But the urban knee, which was championed by Washington, not appear regrettably until 1965. Indianapolis is African Americans thought diligently to eradicate social structures that brought inequality to schools and healthcare. You've got much of the persons who served as the 20th century essence. They ought to remove Jim Crow It's capital. The efforts were mixed in halting Indiana law permitted secondary schools, and that the decision to local school corporations to decide indianapolis had integrated schools until 1927. Kris, this Adam's high school was, was created to educate the city's afternoon you what Indiana outlawing segregated schools in 1949. Christmas status. African-americans in Indianapolis, old homes, homes after married couples often inhabited immediately before and after World War Two were below standards. Sometimes lack the most basic amenities like pumping electricity. How things are measured. At Baghdad throughout much of it century, the home-ownership rate for academia was greater than that. Consequently, black Americans enjoyed housing inadequacies. They will also knowledgeable other enviable position after American migrants in the South and recognize the advantages of living in Annapolis and continued to pour it into the city. Therefore, outpace the housing available to them. Many people doubled up with extended family. Their result was overcrowding in the area immediately north northwest of downtown. Vertical stability sit today and heavy higher today by happen here. We specified the late 30s as quote, the worst Negroes slum in America. Former United States housing industry, but not feel gardens, which began in 1934. The hope is that it leaves me an African-American crowd. The trading lot, garden, garden seeds from the federal government made Indianapolis the first city to build public housing for African Americans. A similar story is told of labor after marriage is rarely found jobs in Annapolis. Another reason why something might even say the city their home. But the Jobs walked in and offered little advanced clearance. Bloods example, Mercer, most representative and disheartening, had a degree in business with a specialty in accounting from Indiana University Bloomington, but he was unable to find a job commensurate with his skills in Indianapolis. At RCA Victor. You recall that most of the workers in this area with black throughout the planning, blacks helped me. Would it play by the rules beginning was him, him at the prevailing practice is so prevalent in C, skilled laborers faired a little better because crab lineage too bad. Yeah, I can hear his reentry of 800 electricians registered in Indianapolis and 1970s, only to blame. The situation was worst of an iron workers and sheet metal workers reported 0.1 black man. To understand how good or bad after American forces were, the situation changed dramatically in 1969, members of the white community at all limited mobility in the housing labor markets, all in an attempt to preserve in Indianapolis that was favorable to their interests. In many instructive ways, these efforts culminated in the reactant of unified government and hopefully, you-all know, called Unicode in 1969. Perhaps there wasn't a single event demonstrates the many issues that characterize the political economy of raising the city. 1960s African-Americans, 27% proceeds population. The combination of white flight, the center township, and shove it into their indices, population. And the continued growth of the black community led some Gum Drop demographers to project a blacksmith comprise 30.40% of the population that even a decade unica, the incorporation of the most white Southerners drop the AFM American presence in the city to 18%. The string converted to levels. We see 1945, justice Cleveland, ohio, and Gary, Indiana hold nothing black mayors. Indianapolis, blast, watch their strength. Wayne. Chuckling, political influence, representation is dangerous territory for his story and especially the C right here going down this list so much discussion drafting legislation was done behind closed doors is more worthwhile to evaluate the process in both intended and unintended by which change took place. As sittings date well-known for incremental and evolutionary changes, startling to find two major alterations. Within the same sensory differences in Indianapolis at-large voting system. The second goal that Chris had the impact of limiting, influencing African-American vote. Andrew Ramsey, calmness or the reporters summed up his perspective on your back with his attention and city conveyors when we go and we had already lost and the integral is crammed out after it was by the 1969 General Assembly. The political muscle, which included many blacks, were no protests and it was being cached, announced that they haven't had their frustration, that one feels that field, much of the distrust found them on the black community. Officially, legally enacted. But many shared Nancy sentiment that a group that had definite political, social goals, spraying it on an unsuspecting and trusting populous. Instead of uniting the city and county wide gulf between African-American and white communities. Massively orchestrated by me, I've been there but should be. The unit of campaigning demonstrated how to manipulate the black community. Leaders work. Then the house apollo. Their criticisms of unit dog had no noticeable effect on now Americans around John Berger's dining room table. As a CSV urbanization claims rapidly the framers of one of the most sweeping government and the organizations and the century did not mean one single in order to carry out their agenda. So perhaps it wasn't frustration and emulated the law and guilds and protesting relatively meager gains that brought a change to African-American protests in 1970. For decades after American organizations and individuals have solid place at the table into the cities. Fortunately, they had shown interests among themselves deserving through their, certainly their careful attention to the politics of respectability and their accomplishments were many. But in 1971, African Americans led by James see Cummings Junior, who created the black expo. For his words quote, Indianapolis flashy, show the world what they had done, what they could do, and what they had you now because we had never really shown a light on the black sit down with their contributions to the community and the advances they have made. And that's what we were about. Employment modeled after the pioneering effort operation, which is Chicago, but it's scotch within the black arts movement. Promoters exposing community to be economic, industry and artistic achievements valid in the community. From the very outset, the expo was a community endeavor. It's not sponsored by one organization, but rather volunteers names and every organization in Indianapolis to create an x plus a black achievement. Coming to his colleagues and I solicit funds, right? Question that might be in so far as to return chefs all city that's afforded the intent of as they did so because they wanted the community to know that that's coming. Said quote, this was not a solicitation thing. We would determine that only black people would contribute to it. And that's how it works in the white community, contributed to your family the sponsorship of corporate group where they could appeal to potential customers. In terms of representation, however, because of the export control, the message, and expose the entire Indianapolis community to pull that accomplishes creativity. That's what if we had an art exhibit and historical exhibit, exhibit black business entertainment from the periphery. The first export chairman and special events on his door for Expo. And in so doing articulated a more specialized. And ten, when he said, we wanted the American people are Indianapolis to know what kind of achievements have taken place in the city and the kinds of things that we were capable of doing. Also to expose the American businessman to the market. That people know that this is a way for them to get involved. The other one's education and hard to just show our children. We were making progress, although it wasn't as fast as you want it to be, that we wanted to do something to stop the situation. They wanted to expose what was going on in the city and the state. In the black extorting Annapolis century attempt to do as Mary Church to route and the African-American club women were doing when they oppose them and they were defining their communities for themselves and others and interviews or interpretation. His council, members of the African American community were presenting themselves for all to see. But most importantly, for the youngest members of the community to see the world of possibilities available to American full testing and analysis I've tried to outline, has been involved and consistent. Indianapolis, as history has shown, a typical urban communities that they had enjoyed the outside portion of scholars intention. And I don't know why so much something strange. Numbers are clear that Columbus, Ohio, Indianapolis, thinking at a higher percentage of population within their communities, I think it's just easier. So Latin Indianapolis of the largest single minority, they had the highest rate of worship. They had a greater level of academic achievement, lower unemployment rate in African-American community that northern states for much of the 20th century, again, Jim Crow was present and noticeable. African-american salts can prove that the union's position without threatening their games. The black X goes, creation is not normally remembered as an act of protest, but it should be rightfully seen as a contributor to the Black Arts Movement, the father of modern civil rights movement and effort typified by song by James Brown's on black. Now. And the wearing of afterwords if African-Americans were no longer, no longer attempted to practice the politics of respectability. Rather, they want us all to know that they had earned their place without the collection or explanation. The summer festival of art and commerce and accomplishment wasn't an example of law that had been achieved when the public's attention has been focused elsewhere. The black Expo continues its presence in Annapolis and thousand visits his paintings each year. Imitation, that is imitation is this the stairs for lettering wanted to find the finally block x goes tell throughout the United States, but none as large or as successful as of now. No longer focused primarily on immigration Blacks treated setting. It allows me an opportunity to crack the bone density whom they work and what they had achieved. They were bigger, typically shouting for all t here. If it were a diverse, accomplished, and valuable community that rejected efforts of pigeon holding or false characterization. Of course, the hubbub that's surrounding the Forest Service is all too easy for historians to mean. It's easy. It's one year before. But I haven't took place. It's whole oiling. Many African-Americans moved the power of art because it was too hard. It's so much protests in definition had occurred. Perhaps too many one in the hospital. They saw an image that recognize a struggle overcome the surprise me. Why their history represent all of its full glory. Thank you, Dr. Pearson. Good morning, everybody. The Soldiers and Sailors Monument and Friedman resides somewhat tragically on the repress trenches or collective consciousness. Detached from his origins, separate from Indianapolis is heritage alienated from the contemporary cityscapes and now once more submerged in the cacophony of symbols to the monument. What might we make of the freedmen in a moment that aspires to be fragmented. The essential black subject is invocation of the Atlantic world, trans nationalism in Fred Wilson's killing and is reduction. 19th century stereotyping and others both grass, significant threats and contemporary diaspora an identity. Yet alone, they ultimately risks failing and capture the post segregation black subjects. The discord over ecotourism awkwardly invade the contested public representation of diets, Cronin black subject to the art circles, this particular city and white and black communities, a light stable, clearly bounded African diaspora subjectivities, seductive to all of those constituencies, albeit for quite different reasons. But it ultimately, it's an inadequate representation of any of the dynamism of contemporary African diaspora, an identity. The freedmen may have been faced with an impossible mission to timelessly represent black subjectivity. But he sounds a critical message, message about race in the late 19th century and the subsequent hundred years. That revolves around the tropes of visibility and travel which underlie all representations of the diaspora. The visual metaphor captures the potential redemption promised by being seen authentically. S1 is the metaphor of traveling in boats, Homecoming, the origins from which Africans were forcefully seize such self-defined visibility and review connection to ruse would ideally addressed the WordPress contradictions of a racist America. My focus here on how we define black visibility in an early 21st century like Indianapolis, specifically, how was it he faced consciously and strategically by the state through mechanisms like urban renewal? And how can we socially and materially represent a breadth of black experience. That is, what defines diasporic community as well as diversity and imposed segregation world. What are the aesthetics of contemporary black subjectivity filtered through the guise of nineteenth-century Rachel aesthetics. The weight of 20th century black politics, and who's your racism and enormously dynamic 21st century identity politics in scholarship bear the moral imperative to confront Americans were press consciousness, profound contradictions of racism that are the submerged central part of American life. Contemporary scholars routinely herald the demise and decentralized subjects that had been replaced. It was replaced by fluid identity. That intellectual position as far to deliver the deaf rights to a universal, unified and clearly recognizable black subjectivity. And it may be a reason for guarded optimism that is, perhaps a antiracist activism isn't rendering racialized subjects increasingly untenable. Taking aim on long disavowal of white privilege. But it's simultaneously provokes anxiety among white and black people are like in the face of apparent racial ambiguity, if not nothingness. This leaves us with a diverse African diaspora hovering at the margins of legibility and found by Ralph Ellison called a unity of passions. That is, a culture united, not necessarily by clear origins down a cultural practice or racial categories and vote by complex affinity and a common resentment of the suffering inflicted by colonial up rootedness. I want to examine these tropes of visibility and originations in the context of Indianapolis. Experience, which extends a half millenniums story of black displacement. And I want to illuminate contentions and Rachel representations that either fall outside historical frameworks for black identity or challenge the established community power relationships that control racial subjectivity. Nothing could be more material than racism in power invested in every square inch of the American city. So the challenge is to recognize the profound inequality impressed in prosaic abandoned lots, homogenous shopping malls, forgettable university campuses. And the Soldiers and Sailors Monument that all labor to betray no consciousness of blackness. And the colorblind. Ralph Ellison struggled with the notion of visibility across the color line to reconcile the inherent contradiction of being both black and American. In 1979, he suggested that African-America was penalize not because of their individual and fractions of the rules which give orders to Americans. But because they like flies in the middle, we're just naturally more visible than white folks. It is dark, light and high visibility into visibility were in effect one and the same instance, black folks did not look at themselves out of the same eyes with which they were viewed by whites. Their fate rested within the IoT, be colder. This is a candid WEB Dubois formulation of double consciousness, which captures much of the effort to represent African-America and transnational aesthetic, social and cultural terms. Dubois argued that African, African diaspora resist racist caricatures well, as far as secure substantial and authentic grounds for identity, that preserved difference yet still secure the agency dignity and respect. Ostensibly, according to all Americans. This brings a representational crisis in which the Soldiers and Sailors Monument, Friedman, recently becoming an isolated symbol torn from the surrounding cityscape. At the end of the 19th century, the free captives submerged in the monuments piece based the white self-congratulatory mechanism, applauding their ability to secure freedom and forgiving themselves for the racism that follow the emancipation. The Soldiers and Sailors Monument Lists typical late 19th century statuary That's celebrating the everyday soldier. Painted and conventional postbellum racist conventions. Friedman clumsily, here's the black experience of the war as the gift of emancipation one by countless white citizen soldiers and their families and communities. You have an understanding of the three-minute is present day meetings needs to push beyond historical symbolism and connect him to the 20th and 20% experience of space and the color line in urban America. Since almost the moment Europeans settled the city in the 1880s, Indianapolis is near west side, had African-American residents. While they were often settled in pockets, African-Americans have white and European immigrant neighbors, allies. Throughout the 19th century, white, black children went to the same secondary schools until 1927. And African-Americans had left the post-war cell, bound much less suffer came racist codes and they escaped. And the cell much has changed since the dawn of the 20th century though, when the city became starkly secondary, segregated along color and ethnic lines of light. One of the most significant material effects of anti-black racism was colored lines, segregation, and neighborhood material to climb a commonplace pattern in 20th century American cities, African Americans became spatially segregated in 20th century Indianapolis, by de facto segregation by white realtors and neighborhood associations. In this field, black housing shortage, as many African Americans get only secure housing in the near west side. That housing shortage was intensified by the growth of the African American community by 175%. 1900-1930, as the population swelled, landlords seized upon desperate tenants and much video Westside housing declines. Alarm city administrators launched one of the city's first urban reform projects in 1933 with the planning with the New Deal public housing settlement became to be known as La field gardens. When it opened in 1937, lumpy or gardens, 748 units provided stylish and spacious housing from working black families, but he could not remotely addressed. African-american and housing problems in Indianapolis. In the wake of World War II, federally funded slum clearance programs were boosted by urban blight forever. Many white and black residents alike were certainly profoundly desperate. But pictures like this one with the aesthetic signals of poverty, laundry hanging publicly, outhouses, fair longs, pump wells, and for good measure, half-naked baby wandering aimlessly and the floor here and foreground, we're simply ideological distortions. In 1947, for instance, the Saturday Evening Post article on Indianapolis nightly suggested that the people of Indianapolis are considerably more attractive than much of the town they live in. Some of the most hideous slumped in the United States, or in the mile square. That same year, John Gunther indicated that Indianapolis is now kept sitting on swept fraud. And he did get the Soldiers and Sailors Monument when he suggests, is that it again, you may see the second ugliest monument in the world and fail to identify the salt will uglier logging. In 1953 in Indianapolis Star setting reported that 20% of the city today is under the scrutiny Indianapolis redevelopment commission and meeting possible slum clearance, concluding that 900 hill and should be raised immediately. And another 1,000 ramshackle buildings run the 900 and close second and just and other substandard conditions. The newspaper reported that 959 homes had no indoor toilets. Another 20,649 households have neither bathtubs and showers. 140 mi of the city is 923 mi of streets, had no water mains at all. Many of these conditions worse than before and after wards. But they had been present for much of the 20th century and not at all restricted African-American neighborhoods. For instance, an elder, whether it's 1924 survey of 137 houses in the predominantly African-American Near Westside identified only six with insight toilets, 16 others using House connected at the city sewers, but the remainder was using enclosed privy vault alveolus that in many cases remained until the bones were raised. In the 160s. These conditions were written by the city consciously and hastened by racist housing practices until urban renewal funds provided the concrete financial leverage to remove such overwhelmingly black neighborhoods. Indiana University and taught medical students disease Near Westside hospital since the turn of the century. In universe is one of the most prominent layers in the cities post-war transformation, universities became especially active in urban renewal when the Federal Housing Act was amended in 1959 with expressly direct finding plan, federal aid or urban renewal areas involving colleges and universities. In 1950, 80 Indianapolis redevelopment commissions master designed for the Near Westside, proposed an undergraduate campus at Indiana University. That wouldn't join me, Indiana University Medical Center. The planar shape player has indicated that around the present medical centers, a large area, blighted dwellings and scattered commercial and industrial buildings. The department proposes that this area being redeveloped for housing to primarily serve the university campus. There are early 1960s Indianapolis city government, Sharpie University, by rejecting federal urban renewal funds in paper globally finance projects. The university expanded into my densely settled neighborhoods around the medical center by purchasing single watts, spending most of the 1960s purchasing 10-20 properties each month. And continuing that growth or the 1970s and into the 1980s, a Russia landlords to sell The University when it's expansions became public. And by 1974, the University of Louisville lamented that a substantial backlog and property owners wanting to sell in dangerous the university's commitment to the intermediate Canvas neighborhood. Today that African-American neighborhood has been completely displaced. Approval for parking lots and a scalar or brutal modernism that make up the canvas of IUPUI. The black material heritage does escape the wrecking ball. The post-World War Two, Indianapolis generally conformed to the ideological visions and community history. For instance, a madam CJ Walker theater commemorates one of the city's most prominent entrepreneurs, celebrating an African-American woman whose hard work ingenuity and good unfortunate built one of the 20th century's most firms that transparent public accounting amount of more routinely ignores her anti-racist activism. It also conveniently sidesteps or our own flight from Indianapolis to live in Harlem and escape Indianapolis is persistent racist codes imposed on even as well, it's black citizens. The central thoroughfare in the neighborhood and DNA Avenue was almost entirely depopulated the 1960s and 70s as business lost their customers. The city's African-American high school Christian ascetics, was legally desegregated in 1949, but de facto segregation continued through the 1970s. All seven of the original 24 buildings and lock field gardens were raised in 1983. First or rejected mom and dad worked out. Great advantages. The Republican Party Wikipedia and then majored in honor of Stonewall Jackson. A group of southern public school teachers and desperate averages are restored. My patient, how is that? About half the teachers were black, white. Yesterday, I was trying to keep up with the times. So the giant periodically interpolated stories and realizing plantations black residents. Each time or narrative shifted from the light competitors to their slaves. She turned to the black teachers and said, Now here's something that interests you. I mean, just this anecdote to illustrate the way that many Southerners have accommodated themselves. The past 75 years of racial change, height of the white supremacist order in the early 20th century, white Southerners insisted that the South was an organic society in which blacks and whites were connected by bonds of mutual regard, even affection. Shared history. Since 1970, however, the narrative has changed. The South is now obviously there's a place in parallel stories why history and life history each has its own integrity and works out into galea and destiny independent of each other. And this is particularly true of white history. Well, commemorations of black history requires the impact of white actions on life. If wearing a white actor, the black presence is treatments incidental to the historical logic of whiteness. Has understood my white Southerners since historically the success of one year and did relegated to the other two failure, the separation of both the ones he is at best paradoxical. The practice of what I call a dual parent and just necessitates a celebrants of each heritage that the celebrates of each character and refrain from criticizing, discussing, or even directly acknowledging the other. Effect is historical arguments about the causes of the Civil War and the nature of Reconstruction have centered the case of Die Hard, set aside and replaced by the concept of arrogance as ossified into assemblages of data, while interpretation has been subsumed by heritage, a sacred cultural property of subgroups that is unchallengeable by outsiders. Result of this transformation is that white supremacists and their cause, while historically discredited, every gain renewed legitimacy as heritage. Although the ideology or methodology, what might say dual heritage is particularly Southern, it cast light on the underlying bytes. Within which african American and being monuments are created. And we see nationally dual heritage as, as, as I've described them just, just about our post civil rights phenomenon. But their origin lay in the aftermath of the Civil War. Southern whites granted, or at least grudgingly acknowledged blast right to celebrate her own freedom. But they were aggrieved that African-Americans were also allowed to participate, to celebrate itself. As it relaxed. And Richmond, Virginia paraded on the first and second anniversary of the federal law, says D5. It could not believe that there was any resident, whether white or black, rejoice in the fall, but they demanded that black consider the woman did feel like they're best friends. Defeated white Southerners. This distinction between emancipation and Confederate defeat, between accepting black and white. The man in the white stop the bleeding is a central tenant of dual heritage is impeded. Southern whites succeeded in regaining admission to the Union without admitting arrow. As Southern scholars have demonstrated, several scholars have demonstrated, the convoluted politics of post-war decades generated the claim that northern and southern whites had fought a war or differing equally valid principles. None of which had to do with slavery. Rather than solute with Southern cause openly, particularly in the early years of Reconstruction. Southern is celebrating the fight itself. Particularly in the many Confederate monuments and ceremonies that characterized the last third of the 19th century. Abstraction such as duty and patriotism papered over the differences between the goals of Confederate Union in February. Savage has shown the single standing common soldier came to represent this abstract. From the standpoint of the early 21st century, this tail has two important consequences. First, it set a precedent for the notion of parallel and equally, well. Those are the northern and southern whites. Even though the goals of both sides of the Civil War were radically at odds, even cancel one another out. The triumph of one did not require the Nazis as an excellent favorites officer and put it into the baby. Dedication of Montgomery's Confederate Memorial. In proclaiming renewed loyalty to the Union, there was India's words no need to degrade the membrane and Confederate states in order to resolve a union or to define a new by an abnormal cell. Second, the post-Civil War era laid the foundation for the rapidly militaristic culture that they live in. Southerners argued that only Mike Love the side that was able to marshal the most viable is one more important to establish the uncritical reverence for the military and violent action. But now in Texas, our society, simply to be a soldier no matter in what causes or what effect is to represent the highest Fall of American society. As WEB Dubois wrote, only, herder makes men. Even if one thinks that Confederate cause a completely wrong Confederate soldiers defendant what they believed it and deserve honor for that. Every soldier is, he wrote every military action, however, supported defense of freedom as military monuments and memorials are sacrosanct. And some southern states and municipalities and four only banned any removals or alterations. An incident recovery is Confederate Memorial monument, not quite right downtown, but don't do exactly the same years. Described recently in particular is a very high second place trophy. Illuminates the working of this dual here and use the color as well as this contradiction. One morning of November 2007, Montgomery is a rose and find that their central alignment had been tagged empty, 11, 11, 31, and spray painted across wondering original descriptions in the hands of the faces of the board. Hello, figures representing for branch to the Confederate military had been planning, painted black. First or reporter, or the Sons of Confederate Veterans believed the vandalism and even crimes perpetuated by high-school students. Their theory changed our lives. The newspaper in your town, when they recently realized that to speak with the significance of the day, they decoded the new inscription as a reference and that turn, your organization originally the organizer of a slave rebellion, was hanged on November 11th. Thinking during the bottom is devoted to this, added the sinister overtone to botanicals. I just don't think your run-of-the-mill Danville know about Matte turning? Never, never El Nino Confederates themselves be some follow-up articles quickly define them. Neo Confederate position on the first, nearly a heinous thing for somebody to vandalize a Soldiers Monument, particularly on Veterans Day weekend. Kind of slap in the face to all veterans really interpretation of needs and quickly focused on its status as a hate crime. The commander of the Alabama individual, who was also a member of the neo Confederate leaving the South. And the former legal declared the VS of different people in our community. Haven't Caliban and how the neo Confederate government, this speaks loudly to me as a white person that whoever dictates this line that goes all whites by honoring that Turner to slaughter innocent children by the 18, 31. In fact, is evangelism was not the word black militants. And the SEV accused free 17-year-old way boys were arrested on a tip from the SAB. They lack thereof. Again, the newspaper accountant there, you'd also surprised those who thought the Vandals are older and they're educated given the apparent Turner reference. The conference and burn this stuff in school, folks are wondering what was going on, what the message wasn't. It wasn't a statement against slavery. Was Atkins had the Montgomery Confederate Memorial was worth holism or even well-intentioned but useful quality, but a brilliant piece of political theater that expose deep seeded white southern democracy. Well, nineteenth-century polemicist argued that slaves had been faithful to the home screen or war, thus demonstrating their loyalty to the southern border. By the beginning of the 21st century, those who played that the Confederacy was about principle. And remembering to videos about heritage had begun to imagine legions of black conveyance, of devoted, courageous black men and women who supported, loved and foster that. In February, as one letter to the editor with the teenagers reenacted provocation revealed the fundamental dishonesty was playing. If thousands of black spot for the Confederacy, focus around and recasting generic confederate soldiers and sailors is black. In fact, the Confederacy remains unambiguously what human minds I support. This is the white south little paradise. The same correspondence wanted black confederates equated the hack on alignment with attack on southern whites are races that is unique and every respect. We have repeat customers and poultry, medical ethics, food is dilated, religion and politics. Our rights are constantly attacking Native. We've always been a minority and deserve the same respect, opportunities, recognition of freedom to be ourselves as any other minority. When we come to this point of view to protect the monument was the equivalent, as many respondents noted, evangelizing a civil rights memorial. It was a hate crime, had been MLK statue that so defamed all possible with law enforcement, agencies were dependent upon debris to join the mass of the drug. One way to record, ignoring the fact that there wasn't a member of the case. However, since it's only a mere Confederate Memorial, two are involved in honoring ancestors. Not much attention is being given to this game is the concept of dual heritage, which had been founded in the 19th century when Whites claimed the Confederacy as their own and refer them to Northern and Southern White was transferred the late 20th century by the language of multiculturalism. Unable to ignore African American Cultural together and tacitly admitting that the Confederacy was not somebody who likes to race. Most Southern whites were willing to recognize African American culture as a second major heritage of the modern himself. They were willing to acknowledge that there are different interpretations of the past, get their own interpretation of their forebears, Morgans and actually was not to be challenged. History inherited, reuse as content neutral terms. To deflect criticism. In fighting these battles, white supremacists developed a remarkably postmodern mastery of the language of ethnic victim hood is certainly relevant today. Selma, Alabama, white supremacists erected a monument to the Confederate General slave trader in Clansman based on deck for forests. With the chief organizer. I should say that that money was stolen last March and hasn't been recovered. Here. We resisted attempts to move and dispose of it for nearly a decade. On a real organization and friends of the forest constantly described the City's actions as discriminatory and violations of civil rights in attacking the integrity of the Confederate heritage. The issue is much larger than our attempt to erect a monument sentence spoken data and Austin, there's a 14th Amendment issue here. The friends of forest appeal to the 14th Amendment Reconstruction era measure intended to protect the civil rights of newly freed African-Americans in a self-determined and construct halo. And your organizations framing of its position in terms of civil rights in general, were intended to represent what they called February or whites. Americans, as a racial category would be the observing of legal protection. Supporters of the forest finally picked up the theme, denouncing attacks on Confederate monuments as the ethnic cleansing of our Southern history and heritage. Well, as was clear at Montgomery Confederate Memorial Enlightenment, the underlying assumption was the civil rights history was a black issue. And the Civil War, or at least the Confederacy was a whitelist. Both supporters and opponents of the forest monument operated on this assumption. I think it's a crying shame that the white race is not allowed to have any of their heritage shown anywhere. If the black race can do anything they want, anywhere that protrude cases to their heritage. Of course, my opinion is our words when African Americans, the original site of the foreign correspondent, in my opinion, is that is their heritage. They have a right to disagree, have a right to ours. Cunningham told her she just didn't want to interrupt neighborhoods where it originally was. Certainly the choice of Nathan Bedford Forrest is an artery to emphasize racial assumptions. The concept of dual heritage just allow the citizens to see the forest monument in the cell in mind, Mr. Martin Luther King and other civil rights leaders as compliments and equivalents that friends and forest argument is legal suit statements. Issue arose again in the course of a bitter fight over who need to compare it. Battle flag in the South Carolina State House don't separate or less state to flight the flight or its capital. Although other states continue to incorporate the play and to display it on the state property. In most cases, these uses data from the 1960s when they appeared as a sign of resistance of the civil right Group. South Carolina raised the vowel right in 1962 extensively as part of the celebration, the centennial of the Civil War. They never could be. Futile efforts to remove the flag began in 1972 and continued from there. Of the 20th century, late 1990s, the visual frozen, renewed force when it says progressive in South Carolina began to reconsider the battle that I get about the same time they began to come to terms with the Civil Rights Movement. Is one danger safe. Because of this flag issue, the most sophisticated, more sophisticated businesses don't do what's in the light that would encourage them to expand in South Carolina as part of a dual heritage strategy to solve the problem, the South Carolina Senate has to heritage Jackson 1994, that would move the battle flag that incurred monument and constructed an African-American district. Few legislatures legislate if you accept legislators were happening. Lag opponents still objected to the visual display of the flag on the State House grounds. While the old Confederates believed that their heritage has been denigrated. Well, that reflects was celebrating. The NAACP called economic boycott was safe. One of the names and the bill failed in the house. After years of proposals and counter-proposals, the legislature agreed to remove the flag and the capital in February, monument in front of it that it was finally moved on July 1, 2000 before the African-American history monument was dedicated in South Carolina, became the last state to recognize King Day holiday. But at the same time it also February and model data state holiday and gave state employees their choices, which one they would be. Among the strongest supporters of the Confederate flag in the state legislature was Senator. And now attending governor Glenn and accompany the Charleston Republican and civil war rage and anger. And the owner of the galleries selling Confederate army. He also helped engineer the passage of the African-American district monuments and was appointed chair of the African-American district monument Commission, which comprise five black members and for whites, all the members of the legislature. The caudal framed need African American history model is one of the three equivalent of freedom struggles. First, service for liberty from the British, struggle for states rights. And finally, the struggle for civil rights. Struggle over states rights revolved around desire to suppress black human and civil rights was irrelevant. In Milan. At the beginning of the commission had been narrower. It's going to Vegas notion of what the privately funded and let me just say, however, Senator Gerald Jackson, an African-American, the other major centers sponsored, reported that he wanted the generic alignment sanctuary to positive aspects of the life story in South Carolina and serve as an inspiration for visiting children. We don't mean to do an artist, we need to deal in honor, he said, jackson also emphasizes the matter that the monument needed to depict a war with our enemies. But the monitoring should do is talk about black endurance in the case of regression, not a Dr. who is doing the oppressive. I want to highlight the strengths of African-American people in enduring. As opposed to talking about the other side is I don't want to villainize him. Patient, the knowledge and the complex, even though it created the conditions can shape the defense depicted on the conflict with the strict parallelism of the dual heritage of fiction. The committee was resolutely determined not to not to violate rule here, protocols to deflect proposals at the monument. Honor equals six. Lazy. The Press has helped and impressing upon these areas were about with Monument, not about the Confederate flag, but she said was the separate and assembled issue. Nevertheless, the wall between the dual heritage was continually threatened and sometimes breached. As mountain building got underway, black members of the legislature renewed efforts to remove the Confederate flag and say no stone. And the NAACP reiterated its calls for the Lord Kelvin statement. One point centered in Jackson Hole, Wyoming, Colorado resigned on the grounds that the Monday cheers defensive Confederate flag. In his criticism of the NAACP intended if I'm raising efforts, would call the defense of the plate is based on my race, but I'm reverence for heritage and refused to resign until unless he received a no confidence vote when commissioners, before Jackson's position defendant deal with how hunter but reiterated for position that the monument and the flight was separate issues. I think part of clinical maturity suggests that in his body and is Sabrina, you have to learn to work with people, whether they agree with the flag is you've continued to infect perceptions of the monument. Dedication day later in spring of 2000 and compromise was reached, supported by most white Democrats and the majority of white Republicans to move the plank to Confederate monuments. Although all the one's life senators supported only three of 26 black members of the House to offset the Rebel flag, some African-Americans led by two senators, endorsed by macabre. A lot of dual heritage advocated flying in black, red and yellow black. Liberation. African-american History Month. The suggestion that annoyed couple hundred, dismiss the idea on the grounds that, in her words, deliberation flag represents a civil rights era. For the monument covers three centuries of liberation writers. You know, it was actually created by Marcus Garvey. She added that people who are raising that it's an issue. I have no clue as to what's on the slide. These ideas have direct effect on the completed monument. Was designed and approved within the context of the ongoing negotiations over the flag. Curious lacunae and pixelated narratives is punctuated with his fans of Bronze Age. But you can tell the entire story of African-Americans. The advantage of subdivided into vignettes. E.g. vignette titled resistance, shows a group of men gathered under the light of the Landry studying some sort of paper. They could be planning or rebellion. But since I might unsettled waiting to be told they're planning escape. This panel is a surrogate for the detection of Denmark. There on the right side of this. And yet a man carrying a hose in the next one, officially called the war between the states. During the Civil War, an indication of the importance of confederates on the right way. Reconstruction offers a woman array of small vignettes, rather than the singalong missing action being characterized here. In the upper left corner, black men lineup to vote. In the lower left, the one seeds land grants for ex-slaves at the lower right. And black man stands behind the desk, such as found in the State House. He is, according to the initial brochure, crowd effective African American legislator arguing for the passage of civil rights laws in South Carolina legislature. This claim standard subtle, it explicit review Biology of Reconstruction as a time when England blacks were given political, couldn't understand and then manipulate it by corrupt nor carpet baggers. Those of you who know DW Griffith's Birth of a Nation, who also recognizes rebuttal of the film scenes, which shows black legislatures in humans, this South Carolina State House drinking, carousing, they're uncharted. Resting on the very title of guest behind those demanding standards. Stories such as those of a union organizer, institutional, institution building and reconstruction. Difficult moments in action in the standard language of monuments, and then fall outside of the standard narrative. For personal freedom and civil rights. The African-American History Month hits are strikingly acid. The next panel, southern states reaction in federal law. In basic Arabic historian referred, referred to as the nature of long decades of repression, terrorism, peonage, and denial of basic rights to African Americans after the end of reconstruction. Here or there are no images at all, only the words Jim Crow law, black codes, sharecropping and segregation, lynching Plessy versus Ferguson. Convict labor system in Greece. According to Dwight, the sculptor is ever to tell the whole truth was muted when he came to depict them here and when segregation was legalized. Intended, what did France and Britain processes in the body is relaxed, hanging for crazy. But he was asked to tone down the panel to avoid controversy. Trips to create and all. The African American history monument vividly minimizes the parameters, parameters of what can and cannot be set within the context of dual heritage, his ideology. Visually, the bronze panels are compelling. Many gold level changes are related by fingers that project from one panel into the next. Device detection. But you can actually separate vignettes into continuous flow. The flow is not entirely smooth muscle, notably it is interrupted. Static and fragmented handles devoted for reconstruction and the Jim Crow era. In part. This is owing to the difficulties of presenting abstract concepts such as constitutional amendments, sculpture. That is also a direct result of the struggle of the decision to present the black struggle of these panels remind one of the absence of visualized conflict anywhere in the world. Even the Civil War penalty, It's soldiers marching rather than fighting. The only explicit depictions of black gouache convert the gears in the middle passage. Now, we're awaiting seller prepares to be a B cell. It can be dismissed as a non Carolinian. In keeping with the Southern metric that slavery was upon the reading by outsiders. This conflict among Carolinians is deflected. Avoid convicting recognizable historic figures also. Use the rule was used to exclude Denmark. Lazy, slave resistance generally depicted as escape route, that rebellion is absent it most of the figures in the last panel are readily recognizable as well-known contemporary South Carolinians. Journalists regular name them. Yet years after they've constructed the monument. The monument commissioned continuous domain name that commission members consider any likeness on the Monument to be interpreted. And they did not take an official position on the identities of anyone depicted here. But the ideology of dual heritage deeply affects the construction and receptors reflect the monuments that have been constructed from the south of the continuing pregnant, continued presence of Confederate monuments and memorials to the white supremacists and the following generations remind that is in their supporters, that their victory over the southern racial order is complete. The delicate sensibilities and white supremacist require not only did their own monuments remaining happen, but they know an advertising the Old South will occur. Assume. Moreover, they define the parameters of monuments on African American subjects as well. Most damage, namely convinced Southerners, is a depiction of the world as acceptable for any complex public understanding of the unity of Southern history. So I'll finish by showing you one recently a few monuments that suggests a path for dismantling between powers of black and white history. Near the Hermitage, Andrew Jackson's plantation. International can see a salvage archeology estimation on the relatives of Jackson's wife reveal the presence of a previously forgotten soul sedentary. Show layout of the trap of dual heritage is in the ways that relationships among the three parasites visualize the complexities of the history as a single story. At present though, this is an exceptional efforts. Thank you.
