The new iteration is a more progressive law, replacing the draconian law of 1988, and has been a welcome development for expanding the space of civil society in Myanmar. Although the law stipulates that the By-Law (implementation plan) must be developed within 90 days, the implementation of the law has been delayed almost a year due to slow development of this plan.
